"As part of the approval process for the casino, Gov. Ted Kulongoski signed a gaming compact on Wednesday, moving the Warm Springs tribes toward the building of the first off-reservation casino in Oregon."

"The casino still needs federal approval from the U.S. Interior Department before it can be built. Already, it has drawn fierce criticism from some conservation groups such as the Friends of the Columbia Gorge, who vow to fight the casino at the federal level. They fear a new casino will generate increased pollution and traffic."

"Kulongoski's predecessor, Gov. John Kitzhaber, had turned down the project in 1999 because he opposed off-reservation casinos."
