This plan was distributed by city staff to Florence City Council in January 2004. The 'access road' on the right of the proposed casino location appears to connect to the east end of Coastal Highlands Drive. Elevation plans submitted indicate the highest points of the dune will be excavated down to the point the casino will be clearly visible from the Coastal Highlands neighborhood.
Casino
representatives have stated they would
like to put up a 'sprung steel' tent on the dune above the Coastal
Highlands neighborhood.
A
similar structure was built in California, described as, "70,000 sq.
ft. River Rock Casino" with casino, 2 restaurants, gift shop and
wine tasting room, looks like this:
The normal progression of casinos is to begin with the tent structure, and then use casino profits to build the final design, such as the one used at Spirit Mountain, located between Portland and Lincoln City:
